Digital Delivery Framework for National Infrastructure Programme
Challenge
A £9bn national infrastructure programme with dozens of supply chain partners needed a unified information management framework. Each contractor was following different standards, naming conventions, and BEP formats. The client had no visibility into what was being delivered, when, or to what quality.
Approach
Designed and implemented the programme’s IM framework from scratch.
- ISO 19650 requirements, BEP standards, and CDE governance
- Supply chain capability assessment, TIDP/MIDP management, and compliance reporting
- Delivery team onboarding across a 14-project transmission portfolio over 6 months

Challenge
A Tier 1 contractor needed a compliant pre-appointment BEP for a major public-sector bid. The EIR was 45 pages, the deadline was 7 days away, and the internal team had started from a blank template with no structured approach to capturing the EIR requirements.
Approach
Used Capsar.io to structure the response from the EIR through to final submission.
- Parsed the EIR and extracted structured requirements
- Drafted a full 14-section BEP with a Responsiveness Matrix
- Produced PDF and editable DOCX deliverables within 5 days

Challenge
A public-sector client had drafted an EIR for a multi-year framework programme, but the supply chain was struggling to respond. BEPs coming back were inconsistent, incomplete, and didn’t address key requirements. The client suspected the problem started with the EIR itself.
Approach
Conducted a detailed quality review of the EIR against ISO 19650 and OIR alignment.
- Identified ambiguous requirements and missing acceptance criteria
- Produced a revised EIR and supply chain readiness brief
- Ran a contractor workshop to align expectations before delivery

Challenge
A regional contractor running 15+ concurrent projects had a CDE that was essentially used as a file dump. No naming conventions, no workflow states, no reporting, no governance. Project teams were managing documents by email. The CDE licence was expensive and underutilised.

Designed a practical CDE governance framework and embedded it into day-to-day delivery.
